Saab says Chinese order could pay staff's wages (AP)

STOCKHOLM ? Troubled car maker Saab Automobile AB has received a euro13 million ($18.4 million) car order from a Chinese company that could help pay salaries to its employees, its owner Swedish Automobile AB said Monday.

The company, previously known as Spyker Cars, claimed the deal would provide the ailing car brand with enough funds to also pay back parts of its debt to suppliers, but didn't reveal the name of the Chinese company.

Last week, Saab said it had run out of cash to pay its 3,700 workers, raising doubts over how long the brand could survive.

Saab spokesman Eric Geers on Monday said the company hopes a prepayment from the Chinese company for the cars will allow it to pay the salaries, which were due last Friday, this week.

Swedish Automobile, which bought Saab from General Motors Co. last year, said it continues to hold talks with several parties to raise more cash for the brand. Among other things, it is in talks to sell and lease back Saab's real estate.

Shares in Swedish Automobile rose by 21.4 percent to euro1.19 ($1.69) on the Amsterdam Stock Exchange.

Separately, Geers said two union members and Saab's General Counsel Kristina Geers have resigned from the board of Saab Automobile, leaving Swedish Automobile CEO Victor Muller as the only board member.

"We very much regret the current cash shortage which is causing undeserved hardship to all and we are working relentlessly to resolve the current situation," Muller said.

Muller said Russian businessman Vladimir Antonov is still interested in investing in Saab, but he has so far failed to receive the necessary approval from the European Investment Bank.

"Antonov can provide much needed financing and/or capital to Swedish Automobile/Saab Automobile at this critical time. We are pushing hard to obtain this vital clearance as soon as practically possible," Muller said.

EIB spokesman Par Isaksson declined to comment on the bank's review of Antonov, saying only that it examines all proposals to change the lending agreement thoroughly.

Antonov has previously said he is prepared to invest between $50 million-$150 million in Saab. He was forced out of Spyker as part of its deal with GM amid reports of money laundering. He has denied those allegations and has never been charged.

.- Who could blame Susie Fieder Kelly for not recognizing God?s voice calling her through the 1981 parish bulletin? After all, she was a brand spankin? new member of St. Gregory the Great parish in Milwaukee, Wisc. and had little experience with ?God speak.?

Besides, she had just finished her master?s degree in special education: learning disabilities, from Cardinal Stritch College? her life was suddenly less hectic, and besides, she just found a comfortable spot in the pew.

?I didn?t grow up in this parish so I was not one of the frozen chosen,? she said, laughing. ?No one knew me, and I didn?t know them and it was just fine with me.?

The first time it happened, Kelly was sitting in her pew and reading the Sunday bulletin. Like a magnet, her eye caught an ad that said, ?Help needed with special religious education program.? As soon as she returned home, she tossed the bulletin in the trash, convinced that this ad was designed to somehow taunt her.

?I felt very personal with that,? she joked. ?The next Sunday it was in the bulletin again and of course, I threw it away again.?

After the ad made it to the bulletin for the third time, Kelly began to identify with Samuel and nearly felt inclined to respond, ?Speak Lord for your servant is listening.? Instead, she phoned the church and inquired about the job.

The position entailed assisting the woman who ran the special religious ed program in existence since 1957. Classes met Saturday mornings and Kelly?s job was to help the coordinator/teacher work with the four to five special needs students.

While the teacher did a great job with the students, Kelly?s experience was that not all students learned at the same pace, especially in a more abstract subject as religion. She was also interested in reaching out to special needs adults who had not been instructed in Catholicism or received the sacraments. The following summer she took a class in special religious education curriculum to learn more about teaching methods, and suddenly another path unfolded that would absorb 30 years of her life.

?The coordinator decided to retire and I interviewed for her position,? said Kelly. ?I explained what I would do differently and she offered me the job. At first I wanted to scream that I didn?t know anything about this, but then as I worked to individualize the program for kids, teens and adults, and a parent support group, the program began to fall into place.?

Using traditional materials and adapting each to the personal needs of the students, Kelly designed the program to rely on volunteer catechists to work with students on a one-to-one basis. Rather than focusing on the student?s disability, catechists learned to look for the strengths of each student and adapt materials for individual learning. The program was so successful that other parishes wanted to enroll their students in the St. Gregory the Great program.

?At first, St. Gregory paid for everything, and then in 1992, we decided to collaborate with other parishes to financially support the program as well as to help in supplying volunteers for the program,? she said. ?We renamed the program ARISE, which stands for Association for Religious Instruction Special Education and includes St. Rita, Our Lady of Lourdes, St. James, Holy Assumption, St. Augustine and St. Alphonsus parishes.?

The mission of the ARISE program is to provide quality religious education for parish children, teens and adults who are challenged with disabilities. ARISE serves students with varying degrees of learning disabilities, cognitive disabilities, and emotional disabilities, including but not limited to Down syndrome, Fragile X Syndrome, Autism Spectrum and Attention Deficit Hyperactivity Disorder.

Classes meet on Monday nights from October through May, with individualized instruction for children and teens. Adults meet in a small group setting taking courses similar to a college setting; it is another way Kelly goes out of her way to ensure each individual is treated with dignity.

?I wanted to set this up so the adults didn?t feel like they were going to class like the children, so they begin classes a little later on Monday evenings,? she explained. ?I sent out fliers with a choice of three course offerings. They pick out the one they want for each semester. It works very well. We also have some involved in the RCIA program, and that has been very successful.?

After 30 years of juggling the ARISE program with her vocation as a wife to husband Jack, mother of three children, and working fulltime for Milwaukee Public Schools as a substitute teacher, and the School to Work Transition Program, Kelly retired May 2, from her position at St. Gregory the Great.

Mandi Bottomley, a member of St. Catherine Parish, Milwaukee, has been hired to coordinate the ARISE program.

?I have been thinking about this for a couple of years,? Kelly admitted. ?I knew I didn?t want to do this until I was very old. I am in my 50s now ? I just have the desire to do something else, try another area of ministry, and while it is very hard to let go of this program, it is time for me to work in the background and let someone else be in charge.?

Despite her decision, leaving the ARISE program is difficult for Kelly, who has written countless grants to fund educational materials, worked side-by-side with long-term catechists, and, of course, the many special needs students ingrained on her heart.

?The volunteers have been fantastic over the years,? she said. ?I respect them completely. It is a big commitment to be there every Monday night and some have been with me more than 15 years. I have grown very attached to the families and the students and will miss not seeing them every week. Of course, I will probably pop my head in there now and then to see if they need any help ? I?m not sure if I can stay completely away.?

Kelly?s hard work was rewarded each year through the shining eyes of students making their first reconciliation, first Communion and confirmation.

?Seeing their faces and how happy they are brings tears to my eyes,? she said. ?Some of these parents thought their child would never have the sacraments and we may have helped it happen. You can really see the face of Jesus in our ARISE students? faces. Now we know what God looks like as we are all created in the image and likeness of Christ.?

For St. Gregory the Great parishioners Cheryl and Kevin Stanke, having a program for their 14-year-old son, Daniel, who has Down syndrome, has brought him closer to God than they ever thought possible.

?I cannot say enough about the program or Susie,? said Cheryl. ?She is so compassionate, kind and caring and goes out of her way to organize and arrange things to fit our schedules and whatever we want or need ? she makes it happen.?

In April, Daniel made his first reconciliation after four years in the program.

?She accomplishes amazing things and has a calling from God for them ? everything is always for the kids,? she said. ?Daniel loves her so much; we had a closing program on May 2, and the deacon asked us to raise our right hands to bless Susie. Daniel stood right by her side; he adores her, she is just a fantastic person.?

While St. Gregory the Great parishioners Kathy and John Konetz are confident the next ARISE coordinator will do a wonderful job, it is too soon to think of Kelly?s replacement without shedding a few tears. Their son Andrew, 14, has attended the program for the past eight years and has thrived with the one-on-one attention from the catechist who has been with him from the beginning.

?Andrew is autistic; we are a Catholic family and have two other kids who have gone through the sacraments and we wanted him to learn about God and the sacraments. Because of the program, he has been able to receive the sacraments of holy Communion and reconciliation.?

Thanks to the compassionate and gentle guidance of Kelly and the volunteers, Andrew knows how to make the sign of the cross, has learned his prayers and is able to participate in Mass more often.

?This program has been super for him,? said Kathy, choking back tears. ?She has such dedication, is compassionate, kind, and most of all patient. The kids all love her and shower her with hugs when they see her. Susie will be greatly missed and I think she will miss all of the kids too.?

Britain says 'time running out' for defiant Kadhafi (AFP)

TRIPOLI (AFP) ? Time is running out for Libyan leader Moamer Kadhafi, British Prime Minister David Cameron said on Thursday after the strongman said he had his "back to the wall" but vowed to battle "to the beyond."

Libya's rebel forces called on foreign allies to urgently provide them with weapons as NATO insisted there would be no let-up in its air war.

"Time is on our side, time is not on the side of Colonel Kadhafi who's losing his leading military commanders," Cameron told reporters in Prague.

"The sands of time are running out for him, and so we need to be patient and persistent," he added.

International Criminal Court judges will on Monday decide whether to issue an arrest warrant for Kadhafi for crimes against humanity, the court said on its website.

The ICC prosecution has requested three arrest warrants for Kadhafi, his son Seif al-Islam and the head of Libyan intelligence, Abdullah al-Senussi, the court said.

Cameron insisted this week that Britain can maintain the current level of operations in Libya -- a campaign the defence ministry on London said will cost around ?260 million -- despite concerns raised by senior military figures.

Britain deployed Apache attack helicopters over Libya this month in an attempt to break the stalemate in the fight between rebels and Kadhafi's forces.

"We will resist and the battle will continue to the beyond, until you're wiped out. But we will not be finished," Kadhafi said in an audio message on Libyan television late on Wednesday.

"There's no longer any agreement after you killed our children and our grandchildren... We have our backs to the wall. You (the West) can move back," Kadhafi said in homage to his comrade Khuwildi Hemidi, several members of whose family were killed on Monday in reported NATO raids on his residence.

NATO has acknowledged its warplanes early on Monday hit Sorman west of Tripoli but insisted that the target was military, a precision air strike against a "high-level" command and control node.

Libyan government spokesman Mussa Ibrahim said 15 people, including three children, were killed in the attack, which he called a "cowardly terrorist act which cannot be justified."

Rebel colonel Ahmed Omar Bani on Thursday made a plea for foreign allies to provide the arms, training and communications systems needed to defeat Kadhafi.

"It is so urgent" he said, "we will fight, just support us, just give us the equipment," he said.

Much of the rebels' arsenal is comprised of Soviet-era tanks and artillery, which is up to 50 years old.

NATO on Wednesday pledged to carry on bombing military targets in Libya, saying more civilians would die if operations were not maintained under a UN mandate to protect Libyans from the exactions of Kadhafi's regime.

"NATO will continue this mission because if we stop, countless more civilians could lose their lives," NATO chief Anders Fogh Rasmussen said in a video statement on the alliance's website.

He did not directly refer to Italy, whose Foreign Minister Franco Frattini on Wednesday called for "an immediate humanitarian suspension of hostilities" in Libya.

"We have seen the effects of the crisis and therefore also of NATO action not only in eastern and southwestern regions but also in Tripoli," Frattini told a parliamentary committee in Rome.

"I believe an immediate humanitarian suspension of hostilities is required in order to create effective humanitarian corridors," while negotiations should also continue on a more formal ceasefire and peace talks, he said.

The commander of the NATO operation, Canada's Lieutenant General Charles Bouchard, said a ceasefire risked becoming "just an opportunity for both sides to reload and to engage in further violence down the road."

"We must continue to stay engaged to prevent that rearming," Bouchard said.

Frattini's comments had drawn a swift rebuff from NATO ally France which has played a leading role in the military intervention in Libya.

"The coalition and the countries that met as the Abu Dhabi contact group two weeks ago were unanimous on the strategy -- we must intensify the pressure on Kadhafi," foreign ministry spokesman Bernard Valero told reporters.

The rebels were also dismissive of the Italian ceasefire proposal.

"Even if NATO halts operations, we will fight tooth and nail, we will fight until our country is freed, we don't fear (a NATO cessation)," rebel spokesman Mahmud Shamam said.

In its latest operational update on Thursday, NATO said its warplanes struck, among other targets, a radar facility and a command and control node in the Tripoli area and two radar towers near the rebel-held city of Misrata.

Central bankers agree on bank capital surcharge plan (Reuters)

BASEL, Switzerland/LONDON (Reuters) ? Global banking regulators have agreed on a proposal to slap an extra capital charge on the world's biggest banks to make them safer by 2019.

The surcharge is part of a series of regulatory reforms launched in response to the financial crisis, which forced countries worldwide into costly bailouts of their banking sectors to prevent systemic collapses.

The Group of Governors and Heads of Supervision (GHOS) said after a meeting in Basel on Saturday the proposal would be put out to public consultation next month.

"The additional loss absorbency requirements are to be met with progressive common equity tier 1 capital requirement ranging from 1 percent to 2.5 percent, depending on a bank's systemic importance," the group said in a statement.

An additional 1 percent surcharge would also be imposed if a bank becomes significantly bigger, pushing the total to 3.5 percent.

The plans, which need approval from world leaders (G20) in November, would be phased in between January 1 2016 and end of 2018.

The capital surcharge will come on top of the new 7 percent minimum core capital all banks across the world will have to hold under new Basel III rules being phased in over six years from 2013.

However, many of the world's biggest banks already hold core tier 1 capital ratios of 10 percent or more and therefore easily meet or exceed the top end of the surcharge band.

The central bankers have opted for a smaller surcharge than foreseen but, in return, the surcharge will have to be in the form of top quality capital -- retained earnings or common equity.

This marks a victory for hardline countries such as Britain and the United States but will disappoint some banks that have been hoping to use hybrid debt such as contingent capital to pad out the surcharge band.

COCOS REVIEWED

The proposal, which was due to be finalized by last November but faced opposition from banks and some countries, will apply initially to so-called globally systemically important banks (G-SIBs).

"These measures will strengthen the resilience of G-SIBs and create strong incentives for them to reduce their systemic importance over time," the statement said.

The consultation paper in July will indicate how many banks face a capital surcharge but it is not clear yet if their names will be published.

The number of banks affected is likely to change over time as lenders grow or shrink and the consultation will spell out how often a snapshot of the sector will be taken.

Banks will face a surcharge according to an indicator that draws on five elements -- size, interconnectedness, lack of substitutability, global (cross-jurisdictional) activity, and complexity.

The group of central bankers and the Basel Committee it oversees said they will continue to review the use of contingent capital (CoCos).

The central bankers said they would support the use of contingent capital to meet higher national requirements than the global minimum surcharge.

However, even then, there would have to be a high-trigger for converting the debt into equity to help absorb losses on a going concern basis, the central bankers said.

Similarly, I share your frustration at how user generated content is taking over from real journalism. No-one hates "users" more than me, Gene. Still, a couple of points you might have considered before filing your column...

The multitude of Dodd-Frank regulators are working on the new rules for CMBS 2.0. ?Built into the Dodd-Frank?legislation?is the concept of a Qualified Commercial Mortgage (QCM) - a mortgage considered conservative enough that no risk retention (aka Skin in the Game) will be required. ?QCM Pools will have different players, different subordination levels and better pricing than CMBS bonds made up of loans that do not qualify as Qualified Commercial Mortgages.

I would like Congress and the Regulators to look at the QCM issue from 30,000 feet. ? If they do, I am hoping they will agree with me that creating two classes of CMBS will cause more harm than good.

What is being proposed are two classes of CMBS ?Prime? and ?Less than Prime.? (Let's not use the phrase "Sub-Prime")
You may feel a sense of d?j? vu: We saw this before in residential.

Two classes of CMBS is a mistake for three reasons:
1. It is not good for commercial real estate.
2. It is not good for portfolio lenders.
3. It is not good for the CMBS industry.

Let me take these in order:

1. Threat to Commercial Real Estate
Quality commercial real estate is not suffering from a lack of capital. Quite the contrary, we are hearing the word ?Bubble? being thrown around again. Life?Companies?are slugging it out to win the conservative loan business. ?What is lacking is capital for properties that, for reasons of location, product type or leverage, are not targeted by the portfolio lending industry. This is why we need CMBS to come back. QCM pools are a distraction for the CMBS industry. Creating a ?Less than Prime? second category of CMBS will discourage funds flowing to where it is desperately needed. And when these funds do flow it will increase the cost of borrowing for owners of real estate largely ignored by the portfolio lending industry

2. Threat to Portfolio Lenders
When Ronald Regan was in office there were two classes of commercial real estate and commercial loans; life insurance quality deals, and S&L Quality Deals. Things have not changed. The life insurance companies are lending on the same quality deals. CMBS came in in the 1990's to fill the void the S&L's left. Having the CMBS industry now target Life Company quality business with a source of very cheap capital is an unneeded threat to a vital portfolio lending industry. ?A low cost of capital killed the residential portfolio lending industry and could do so again in commercial lending.

3. Threat to the CMBS Industry
What we had in CMBS 1.0 was pretty much an undifferentiated securities product, with mortgage pools containing both the diamonds and the dreck. Removing the diamonds will not make for better mortgage pools. This new two tier CMBS system is not in the interest of the bond investors. The QCM pools will lack risk retention and will be created with very high incentives to force deals to be qualified as QCM. Subordination levels on QCM pools will be?minuscule. I think that time will show that QCM pools will be anything but?risk-less.

CMBS bonds made for Less than Prime pools will be penalized in pricing: ?By removing the diamonds from the dreck the cost of mortgage loans for non-QCM product will be high and financing for this class of?property?might not be very plentiful.

LE BOURGET, France (Reuters) ? Valentine's Day 2011 in a bar in France, and a deal for the world's largest civil aircraft order rests on whether an Airbus executive will get on the dance floor.

AirAsia Chief Executive Tony Fernandes told Airbus CEO Tom Enders and sales chief John Leahy that night he would not sign a draft deal to buy 200 Airbus planes until midnight, saying: "I don't sign contracts on Tuesdays."

"At 12am, John nudged me and said 'Tony, can we sign?'," Fernandes said as he told the story behind the signing of the deal at the Paris Air Show. "I said 'no, you haven't danced'."

When Leahy refused to dance, it took the "authoritarian German voice" of former paratrooper Enders to get him on the dancefloor, Fernandes said.

Flanked by a row of air stewardesses dressed in the bright red AirAsia cabin crew outfits, some of whom were there that night, Fernandes added that once he was on the dance floor, Leahy almost did not want to leave.

"The great secret is that he didn't stop dancing, and after three dances, we went over to the bar and signed the deal," said Fernandes, who along with running Formula 1's Team Lotus has now transformed a small low-cost airline into Airbus' largest customer.

Exuberant at having signed the draft deal, the executives even got one of the women present to "seal" it with a lipstick mark, he said.

The final purchase agreement for 200 of Airbus' revamped and fuel-saving A320neo aircraft was signed in Paris following late-night negotiations on Wednesday.

"This is what we like about Airbus -- they stay out with us until 3am," Fernandes added. Speaking of Leahy's role in negotiating a raft of orders for Airbus at the Paris Air Show, eclipsing arch rival Boeing, Fernandes suggested Enders should pay him a bit more.

"John is a terrier -- he never gives up, never gives in and he's a pain in the ass at times," Fernandes added.

Afghanistan says its army ready for US drawdown (AP)

KABUL, Afghanistan ? Afghanistan's NATO-trained military is ready to take responsibility for fighting Taliban insurgents and securing key parts of the country that will be the first to transition as the U.S. begins a troop drawdown in July, the Defense Ministry said Wednesday.

Many Afghans are eager to see an American departure nearly 10 years after U.S. forces invaded to oust al-Qaida's Taliban hosts from power, and President Barack Obama is expected to announce plans later Wednesday to bring roughly 10,000 American troops home in less than a year.

But the drawdown, before a full pullout by 2014, carries enormous risks for a U.S.-allied government still beset by attacks from Taliban and other insurgents.

"There will be some battles, there will be suicide attacks, and bomb attacks," said Defense Ministry spokesman Gen. Mohammad Zahir Azimi said of the coming transition period. "But we in the Afghan forces are prepared to replace the foreign forces and I'm confident the army has enough capacity and ability."

About 100,000 U.S. troops are in the country, three times as many as when Obama took office. In a prime-time address from the White House, Obama is likely to outline a phased withdrawal that will bring 5,000 troops home this summer and an additional 5,000 by winter or spring 2012, according to a senior U.S. defense official As the U.S. drawdown nears, there's more pressure on the Afghan government to find a mediated peace with the Taliban to the nearly decade-long war.

Speaking in Kabul on Wednesday, British Foreign Secretary William Hague stressed any talks with the Taliban must be an "Afghan-led process," even as the U.S. has had contacts with Taliban emissaries as well.

"Contacts do take place," Hague said. "The United Kingdom will assist in that when it can."

Hague appeared at a news conference with the foreign minister of the United Arab Emirates, Sheik Abdullah bin Zayed Al-Nahyan. The UAE has been mentioned as a possible location to conduct negotiations with the Taliban, though Al-Nahyan declined to discuss it Wednesday.

Afghan Foreign Minister Zalmay Rasoul also cautioned against reading too much into the talks. The Taliban has said publicly there will be no negotiations until foreign troops leave Afghanistan

"Contact doesn't mean negotiation," Rasoul said.

The Afghan army will take over responsibility for securing five provincial capitals and two provinces by July 20.

Azimi said Afghan officials were confident about the transition and noted that the Taliban has been weakened and driven from bases in Kandahar, the southern city where it was born in the early 1990s, and along Afghanistan's eastern border with Pakistan.

The country's army will have 171,600 troops by October and an arsenal of NATO weapons, Azimi said.

The Taliban, however, remains a formidable enemy. It began its yearly spring offensive at the end of April.

The month that followed was the deadliest for Afghan civilians since the United Nations started tracking deaths in 2007, according to a report released earlier this month. Insurgents were to blame for the vast majority of the 368 civilians killed in May, the report said.

As they try to undermine confidence in the Afghan government, the insurgents have stepped up suicide attacks and bombings that are more likely to affect civilians.

Afghanistan also faces economic challenges. Poverty and illiteracy are widespread and international aid efforts must overcome corruption as well as the security risks involved in trying to carry out development projects in a country still at war.

Afghan security forces have grown rapidly. NATO officials say the armed force will allow foreign militaries to remove most of their troops and rely upon Afghans to protect the government and defeat the Taliban. Many American officials acknowledge that the Taliban could continue to be a problem for the Afghan government well after 2014, Obama's promised deadline for the withdrawal of all combat troops.

The provincial capitals identified for transition are Lashkar Gah in Helmand province, plus capitals from provinces in the west, east and north and most of Kabul, the nation's capital. The largely peaceful northern provinces of Bamyan and Panjshir will also start to transition to Afghan control.

Azimi also delivered a stern warning to neighboring Pakistan, demanding it put a stop to a four-day spate of cross-border shelling into the eastern province of Kunar, presumably targeting Taliban fighters involved in attacks in Pakistan. Azimi said 150 mortar shells have been fired into the Sakawai district, but he did not offer precise numbers of casualties.

The Afghan government is trying to find a diplomatic solution for the cross-border violence, Azimi said.

Fighting also continued Wednesday in southern Afghanistan, where an insurgent attack killed an international coalition service member. NATO released no other details.

Insurgents raided a checkpoint in the Qarabag district of Ghazni province in south Afghanistan, setting off a gunbattle that killed six Afghan policemen, said Sayed Amir Shah, provincial director of intelligence.

And NATO said a combined U.S. and Afghan force killed eight insurgents in Nawzad district in the southern province of Helmand on Monday night. The troops fired in self-defense, a NATO statement said.

"The target is a senior Taliban leader who has recently been appointed the Taliban deputy governor of Nawzad district and has direct communication with Taliban provincial leadership," NATO said.

Accounts of how many people were killed varied.

A statement from the office of Helmand Governor Gulab Mangal said the joint force conducted the Nawzad raid while armed Taliban militants were attending the funeral of two fellow insurgents. A Taliban commander named Mullah Noor Mohammad and four other insurgents were killed in the raid, according to the provincial governor's office.

Two Nawzad residents who say they witnessed the raid said as many as two dozen people were killed.
