(AP) ? President Barack Obama's nominee for defense secretary on Thursday defended his views of the military and global threats in a combative confirmation hearing, pushing back against criticism of his past statements on Israel, Iran, Iraq and nuclear weapons. Chuck Hagel told senators that America "must engage ? not retreat ? in the world," and insisted that his record is consistent on that point.

The former two-term Republican senator faced strong GOP resistance and was forced to explain past remarks and votes even as he appeared on a path to confirmation as Obama second-term defense secretary and the nation's 24th Pentagon chief.

His fiercest exchange came with Sen. John McCain, R-Ariz., a fellow Vietnam veteran, onetime close friend and a potential vote that would carry considerable sway. Politics and Hagel's evolving opposition to the Iraq war caused a split between the two men that was on full display at the confirmation hearing.

McCain pressed Hagel on whether he was right or wrong about his opposition to the influx of 30,000 U.S. troops in Iraq in 2007. Hagel, who voted to authorize military force in Iraq, later opposed the conflict, comparing it to Vietnam and arguing that it shifted the focus from Afghanistan.

"Were you right? Were you correct in your assessment?" McCain asked.

"I would defer to the judgment of history to sort that out," Hagel said as the two men talked over each other.

"The committee deserves your judgment as to whether you were right or wrong about the surge," McCain insisted.

Unable to elicit a simple answer, McCain said the record should show that Hagel refused to answer.

McCain made it clear that he would have the final word ? with his vote, which he said would be influenced by Hagel's refusal to answer yes or no.

"I think history has already made a judgment about the surge, sir, and you're on the wrong side of it. And your refusal to answer whether you were right or wrong about it is going to have an impact on my judgment as to whether to vote for your confirmation or not," he said.

Hagel was the lone witness in a jam-packed hearing room at a session that could be crucial in determining whether he will win Senate confirmation and join Obama's second-term national security team. He spoke out forcefully for a strong military while trying to explain 12 years of Senate votes and numerous statements.

"No one individual vote, no one individual quote or no one individual statement defines me, my beliefs, or my record," Hagel told the Senate Armed Services Committee. "My overall worldview has never changed: that America has and must maintain the strongest military in the world; that we must lead the international community to confront threats and challenges together; and that we must use all tools of American power to protect our citizens and our interests."

Hagel, 66, a decorated Vietnam combat veteran, would be the lone Republican in Obama's cabinet and the first enlisted man to become defense secretary, a point that Armed Services Committee Chairman Carl Levin, D-Mich., highlighted.

"It would be a positive message for our soldiers, sailors, airmen and Marines in harm's way around the world to know that one of their own holds the highest office in the Department of Defense and that he has their backs," Levin said.

Two former committee chairmen ? Democrat Sam Nunn and Republican John Warner ? introduced the nominee.

"War for Chuck Hagel is not an abstraction," Nunn said.

Hagel has the announced backing of about a dozen Democrats and the tacit support of dozens more who are unlikely to embarrass the president by defeating his Cabinet pick. One Republican ? Sen. Thad Cochran of Mississippi ? has said he will vote for his former colleague.

Seven Republicans, including four members of the Armed Services panel, have said they will oppose Hagel's nomination. Sen. Marco Rubio, R-Fla., announced his opposition on Thursday, saying Hagel's views "are too apart from what I believe to be the way forward for preserving America's proper role in the world."

Democrats hold a 55-45 advantage in the Senate.

Republicans repeatedly questioned Hagel about a May 2012 study that he co-authored by the advocacy group Global Zero that called for an 80 percent reduction of U.S. nuclear weapons and elimination of all nuclear-armed intercontinental ballistic missiles.

The group argued that with the Cold War over, the United States needs no more than 900 total nuclear weapons. Currently, the U.S. and Russia have about 5,000 each, either deployed or in reserve. Both countries are on track to reduce the deployed strategic warheads to 1,550 by 2018, the number set in the New START treaty that the Senate ratified in December 2010.

Sen. Deb Fischer, R-Neb., quoted from the report and expressed serious misgivings.

"Many of my colleagues are concerned you've changed your views. My concerns are that you haven't changed your views. You continue to hold extreme views, far to the left even of this administration," said Fischer.

In last year's Senate race, Hagel endorsed Fischer's Democratic rival, former Sen. Bob Kerrey, who also is a decorated Vietnam combat veteran.

Hagel insisted that the report was illustrative and said it wasn't realistic to consider unilateral reductions.

In an exchange with Sen. Bill Nelson, D-Fla., Hagel sought to explain that his wartime experience in which he was wounded twice informed his decisions and votes.

"It does condition you," he said. "I'm not shaped, framed, molded, consumed by that experience. Of course not. But it's part of me."

Once the hearing was under way, the Republican National Committee put out a news release titled, "Chuck Hagel is the Wrong Choice for Secretary of Defense," and contending that he would weaken the nation's military.

Responding specifically to attacks from outside GOP-leaning groups, Hagel repeated his regrets about using the term "Jewish lobby" to refer to pro-Israel groups. He said he should have used another term.

"I should have used another term and I'm sorry and I regret it," Hagel said. "On the use of intimidation, I should have used 'influence,' I think would have been more appropriate."

Hagel said he was committed to Obama's goal of ensuring that Iran does not obtain a nuclear weapon, and insisted that all options, including military force, are on the table.

"My policy is one of prevention, and not one of containment ? and the president has made clear that is the policy of our government," Hagel said.

Under questioning, Hagel said he always supported multilateral sanctions against Iran, but acknowledged that he cast votes against unilateral sanctions on a case-by-case basis. He argued that in some cases, such as votes in 2001-2002, he was taking into account the concerns of Republican President George W. Bush.

He also countered with votes and letters against Iran and Hezbollah.

"There's a more complete record than just one or two or three or four" votes, Hagel said, insisting that he has been on the record many times saying Hamas and Hezbollah are terrorist organizations and Iran is a state sponsor of terrorism.

(AP) ? South Korea launched a satellite into space from its own soil for the first time Wednesday amid increased tensions after archrival North Korea accomplished a similar feat and was condemned by the United Nations.

The South Korean rocket blasted off from a launch pad in the southwestern coastal village of Goheung. Science officials told cheering spectators minutes later that the rocket delivered an observational satellite into orbit. Officials expected to know Thursday whether the satellite is operating as intended.

A crowd gathered around a TV at a train station in downtown Seoul to watch the launch. "I'm proud we have entered the ranks of satellite powers," office worker Hyun Day-sun said.

The launch is a culmination of years of efforts by South Korea ? Asia's fourth-largest economy ? to advance its space program and cement its standing as a technology powerhouse whose semiconductors, smartphones and automobiles command global demand. North Korea's long-range rocket program, in contrast, has generated international fears that it is getting closer to developing nuclear missiles capable of striking the U.S.

South Korea's success comes amid increased tension on the Korean Peninsula over North Korea's threat to explode its third nuclear device. Pyongyang is angry over tough new international sanctions over its Dec. 12 rocket launch and has accused its rivals of applying double standards toward the two Koreas' space programs.

Washington and Seoul have called North Korea's rocket launch a cover for a test of Pyongyang's banned ballistic missile technology.

North Korea recently acknowledged that its long-range rockets have both scientific and military uses, and Kong Chang-duk, a professor of rocket science at South Korea's Chosun University, said the same argument could apply to the South.

Seoul may eventually be able "to build better missiles and scrutinize North Korea with a better satellite," Kong said. "... There are dual purposes in space technology."

Both Koreas see the development of space programs as crucial hallmarks of their scientific prowess and national pride, and both had high-profile failures before success.

South Korean satellites were already in space, launched from countries including Japan, the United States and Russia. Seoul tried and failed to launch satellites on its own in 2009 and 2010; more recent launch attempts were aborted at the last minute.

U.S. experts have described the North's satellite as tumbling in space and said it does not appear to be functioning, though Pyongyang has said it is working.

Pyongyang's state television made no mention of the South Korean launch, but about an hour after liftoff it showed archive footage of North Koreans cheering the North's three-stage rocket from last month. Images from the launch frequently appear in North Korean propaganda.

The satellite launched by Seoul is designed to analyze weather data, measure radiation in space, gauges distances on earth and test how effectively South Korean-made devices installed on the satellite operate in space. South Korean officials said it will help them develop more sophisticated satellites in the future.

South Korea did need outside help to launch the satellite: The rocket's first stage was designed and built by Russian experts. North Korea built its rocket almost entirely on its own, South Korean military experts said earlier this month after analyzing debris retrieved from the Yellow Sea in December.

Kim Seung-jo, South Korea's chief space official, told reporters that his country should be able to independently produce a rocket capable of putting a satellite into orbit by as early as 2018.

Spending on science and technology is expected to increase under South Korea's incoming President Park Geun-hye, who takes office next month. She pledged during her campaign to increase such spending to 5 percent of the South Korea's GDP by the end of her five-year term.

LONDON (Reuters) - Four million Londoners cram onto the city's Underground passenger railway nearly every day, but it is a rarer event for Prince Charles. He rode the British capital's bustling commuter network on Wednesday for the first time since 1986.

The heir to the British throne and his wife Camilla took a one-stop journey from Farringdon to King's Cross on the Metropolitan Line as part of celebrations to mark the 150th anniversary of a transport service affectionately known to Britons as the "Tube".

The short journey was a rare enough event to cause some confusion at the prince's press office, which initially said he had last ventured onto the Tube in 1979.

"This is just to let you know that it has come to our attention that The Prince of Wales has travelled on the London Underground more recently than 1979. In 1986 The Prince and Princess of Wales travelled by tube to Heathrow Airport to open Terminal 4," a spokeswoman said in an email to media.

"We're sorry that our previous information was incorrect. Our archives of Royal engagements prior to 1988 are not computerized and in this particular instance a search under 'The Prince of Wales takes the Tube' did not bring up an event which had been logged as the 'official opening of Terminal 4'."

British embassy in Libya aware of reports of threats

TRIPOLI (Reuters) - The British embassy in the Libyan capital said it was aware of reports of a potential threat against it, days after London urged British nationals to leave the eastern city of Benghazi due to a "specific and imminent threat" against Westerners.

"We are aware of reports of a potential threat against the British embassy in Tripoli and we are liaising closely with the Libyan government," an embassy spokeswoman said on Monday.

"There is no change to our travel advice, we still recommend against all but essential travel to Tripoli."

No further details were given. Britain has warned of a growing militant threat in North Africa, which Prime Minister David Cameron has called a "magnet for jihadists".

This comes after the deaths of at least 38 hostages in an attack on Algeria's In Amenas gas complex near the Libyan border, and the start of French military operations in Mali.

Libyan officials said they were not aware of such reports, cited by the embassy.

"The British embassy has not informed us of any threats towards it and there has been no coordination between us," Deputy Interior Minister Omar al-Khadrawi told Reuters.

"We were meeting with the foreign affairs ministry this morning and are not aware of any threats. This could be a way the British embassy is trying to justify its previous Benghazi advisory."

Last week's call, echoed by other European countries, to leave Libya's second largest city irked Libyans keen to win foreign investment to rebuild a fractured infrastructure and boost the oil industry after the 2011 revolution which toppled Muammar Gaddafi.

Better way to culture central nervous cells

Jan. 29, 2013 ? A protein associated with neuron damage in Alzheimer's patients provides a superior scaffold for growing central nervous system cells in the lab. The findings could have clinical implications for producing neural implants and offers new insights on the complex link between the apoE4 apolipoprotein and Alzheimer's disease. Results appear in the journal Biomaterials.

A protein associated with neuron damage in people with Alzheimer's disease is surprisingly useful in promoting neuron growth in the lab, according to a new study by engineering researchers at Brown University. The findings, in press at the journal Biomaterials, suggest a better method of growing neurons outside the body that might then be implanted to treat people with neurodegenerative diseases.

The research compared the effects of two proteins that can be used as an artificial scaffold for growing neurons (nerve cells) from the central nervous system. The study found that central nervous system neurons from rats cultured in apolipoprotein E-4 (apoE4) grew better than neurons cultured in laminin, which had been considered the gold standard for growing mammalian neurons in the lab.

"Most scientists assumed that laminin was the best protein for growing CNS (central nervous system)," said Kwang-Min Kim, a biomedical engineering graduate student at Brown University and lead author of the study, "but we demonstrated that apoE4 has substantially better performance for mammalian CNS neurons."

im performed the research under the direction of Tayhas Palmore, professor of engineering and medical science and Kim's Ph.D. adviser. Also involved in the project was Janice Vicenty, an undergraduate from the University of Puerto Rico, who was working in the Palmore lab as a summer research fellow through the Leadership Alliance.

The results are surprising partly because of the association of apoE4 with Alzheimer's. Apolipoproteins are responsible for distributing and depositing cholesterols and other lipids in the brain. They come in three varieties: apoE2, apoE3 and apoE4. People with the gene that produces apoE4 are at higher risk for amyloid plaques and neurofibrillary tangles, the hallmarks of Alzheimer's. But exactly how the protein itself contributes to Alzheimer's is not known.

This study suggests that outside the body, where the protein can be separated from the cholesterols it normally carries, apoE4 is actually beneficial in promoting neuron growth.

Growing new neurons

In the body, neurons grow in what's called an extracellular matrix (ECM), a protein-rich scaffold that provides cells with nutrients and a molecular structure in which to grow. To grow neurons in the lab, scientists try to mimic the ECM present in the body. Laminin is a common protein in the body's ECM, and studies have shown that laminin aids the growth of neurons from the peripheral nervous system (nerve cells that grow outside the brain and spinal cord).

It was largely assumed, Kim said, that because laminin was good for growing peripheral nerve cells, it would also be good for growing central nerve cells. That turns out not to be the case.

Kim was inspired to test the effects of apoE4 by a previous study that found that a mixture of apoE4 and laminin promoted CNS cell growth better than laminin alone. "The previous work hadn't tested the effects apoE4 by itself," Kim said. "So we started working on a side-by-side comparison of apoE4 and laminin."

Kim and his colleagues cultured rat hippocampal cells -- a model for mammalian CNS neurons -- in four different treatments: laminin, laminin and apoE4 mixed, apoE4 alone, and bare glass. They found that cells cultured in apoE4 alone performed substantially better than any other treatment. The apoE4 cells were more likely to adhere to the protein scaffold, which is necessary for proper growth. They also showed more robust growth of axons and dendrites, the wire-like appendages that enable neurons to send and receive nerve signals.

Laminin doesn't seem to be of much benefit at all for culturing CNS cells, according to the study. Cells cultured on laminin alone did not perform any better than cells cultured on bare glass.

That was another big surprise, Kim said, because laminin is so widely used in all kinds of neuron cultures.

A second part of the research looked at the chemical pathways through which proteins may enhance neuron growth. Previous work had found two neuron receptors, the gateways through which neurons interact with the outside world, that play a role in how external proteins trigger cell growth. However, when Kim blocked these two receptors, known as integrin and HSPG, he found that apoE4 still enhanced neuron growth. That finding suggests that neurons use an as yet unknown pathway to interact with apoE4.

"This discovery opens up a new target for researchers who are interested in identifying receptors that are important for spurring neural growth," Palmore said.

Application to neural prosthetics

Unlike other cells in the body, nerve cells tend not to regenerate after being damaged by disease or trauma. So researchers hope that they can eventually implant lab-grown cells in the body to treat trauma or neurodegenerative diseases like Alzheimer's.

"People are looking at all these different proteins to see if we can make a material -- a scaffold -- that to a neuron, looks and feels like their natural environment," said Palmore. "The finding that apoE4 is a better protein to add to neural scaffolds is a good breakthrough because most people have been using laminin for the central nervous system models, which turns out to be less than optimal."

UFC on Fox 6 results: Demetrious Johnson retains title, ?Rampage? loses in Octagon finale

CHICAGO -- The UFC's stop in the Windy City had two great knockouts, a champion holding onto his belt, and the last fight of a one-time champ.

Despite a strong start by John Dodson, Demetrious Johnson held onto his championship belt with a unanimous decision. The judges saw it 48-47, 49-46, 48-47 for Johnson.

Unsurprisingly, Johnson and Dodson fought a fast-paced first two rounds. Johnson tried to slow things down in the first round with a takedown. While he did get Dodson to to the ground, the challenger popped back to his feet quickly.

Dodson dropped Johnson twice in the second round, and shook off Johnson's take down attempts with a great sprawl. Johnson seemed to have a hard time even getting close to Dodson to land a punch.

A Johnson knee in the fourth round caused a small fight stoppage. Dodson's hand was on the ground as Johnson threw a knee to Dodson's head, which is an illegal strike. The bout was stopped as doctors checked Dodson's eye and Johnson was warned. The fight went on, but not without plenty of boos from the crowd in Chicago.

When the fight restarted, it was all Johnson. He controlled Dodson against the cage, and threw knees that busted up Dodson's face. Johnson was able to get a takedown at the beginning of the fifth round, too. Though boos rained down, Johnson kept the fight against the cage.

Later, the crowd got behind him as Johnson elevated, tightened his legs around Dodson's torso and threw elbows. It was a creative move that likely could only happen in the flyweight division. Johnson finished the round with Dodson against the cage, and knee after knee after knee to the body and face.

Quinton 'Rampage' Jackson vs. Glover Teixeira

If this really was Quinton "Rampage" Jackson's last fight in the UFC, it wasn't one to remember. He was outstruck and outwrestled by Glover Teixeira throughout their bout. Teixeira took the fight 30-27, 30-27, 29-28 on the judges' cards.

Teixeira's first round was his best, as he was able to take Jackson down early and mount him and take his back. Late in the round, Teixeira knocked Jackson down with a punch and looked close to finishing, but wasn't able to end the fight.

The rest of the fight featured a worn out Jackson trying to avoid Teixeira's takedown attempts unsuccessfully. Jackson threw some big punches, and even jawed at Teixeira during the bout, but he wasn't able to score any big offense.

While this fight will be remembered for being Jackson's last UFC bout, Teixeira scored his third straight UFC win on Saturday night. He looked impressive against the former champ.

Anthony Pettis vs. Donald Cerrone

Anthony Pettis won his much anticipated bout with Donald Cerrone by landing big, memorable strikes. Pettis was getting the better of their striking exchanges early, which set him up for a big finish. Pettis threw a kick that landed hard on Cerrone's body, then finished with a punch. Cerrone fell to the ground in a heap, and the fight was stopped at 2:35 in the first round.

Pettis lost his first fight in the UFC after coming from the WEC as the champ, but he's been winning ever since. He has wins over Joe Lauzon, Jeremy Stephens and now Cerrone. After the fight, he made a pitch to UFC president Dana White.

"I want my title shot. I should have had it years ago. People say I can?t wrestle because of the Guida fight, but I had a serious shoulder injury. Now I am 100 percent. No one can do in the Octagon what I can do."

While lightweight champion Benson Henderson has a fight set up with Gilbert Melendez, a shot for Pettis isn't unwarranted. It would be a rematch of their WEC title fight, which Pettis won in the promotion's final fight.

Ricardo Lamas vs. Erik Koch

Lamas won the first round by constantly pressuring Koch against the cage. It wasn't exactly the most thrilling round to have start a card on network television, but it led to a thrilling second round. Lamas took advantage of Koch's slip, and then finished the fight with nasty, nasty ground and pound. Lamas started with elbows, then started with strikes that cut open Koch's face. Koch had no answer for Lamas' relentless strikes, and the bout was stopped at 2:32 in the second round.

Lamas thought his performance warranted a title shot.

"I?ve beat Cub Swanson, I?ve beat Hioki and now I?ve beat Koch. All those guys were supposed to be fighting for the title at one point. I beat them all. We?re all here to be world champ and I am no different. I want the winner of Aldo vs Edgar next week. I don?t care who wins, I want the winner."

Best- and worst-run cities in America

The population of the United States living in urban areas is growing faster than the national rate. At last count, more than four in five Americans lived in a metropolitan area, an increase of over 12 percent in the last decade. Meanwhile, the proportion of Americans living in rural areas declined. If this trend continues, nearly all Americans will live in megacities in the near future.

Regardless of whether this happens, more pressure will be placed on mayors to manage their growing populations. 24/7 Wall St. has completed its second annual ranking of the 100 largest cities in the U.S., based on local economies, fiscal management and quality of life measures. To evaluate how well a city is managed over the long-term, we looked at factors like the city's credit rating, poverty, education, crime, unemployment, and regional GDP. The best-run city this year is Plano, Texas. The worst-run is San Bernardino, Calif.

Measuring the effective governance of a city and comparing it to others can be challenging. Each city has its own unique challenges and advantages. The strength of the regional economy, the level of state funding, and the presence of major corporations or industries can all impact a city?s prospects. They play a big part in a city?s employment levels, safety and fiscal stability.

All those factors, of course, are directly affected by how a city is managed. Mayors, school boards, and city councils all have a role to play in that regard. All of these groups must work with the resources available to keep budgets balanced.

24/7 Wall St.: The best- and worst-run states in America

Many of the best-run cities either have at least one industry that is supporting the labor force, or are close enough to major urban centers, such as Dallas, Phoenix and San Francisco, to benefit from jobs available there.

The economies of the worst-run cities fall into two categories. Some were badly damaged by the housing price collapse. These include Riverside and Stockton in California and Las Vegas, Nevada. Others have had much more long-term economic troubles. These include Detroit, St. Louis and Cleveland, whose once-booming manufacturing-based economies have been decimated by jobs going overseas.

Fiscal management is another factor that had a strong impact on where cities ended up on our list. The majority of the best-run cities had their general obligation debt rated Aaa by Moody?s. None of the worst-run cities received that perfect score; some, such as Detroit and Stockton, were rated below investment grade. Stockton is notable for actually defaulting on its debt in June of last year.

1. Plano, Texas

Plano, based in the Dallas-Fort Worth metropolitan area, is the best-run city in America. Among households in the city, 14 percent earned over $200,000 in 2011, the fourth-highest proportion of all cities. Meanwhile, a mere 1.9 percent of households earned under $10,000, which was the second-lowest of all cities. The city?s 1.62 violent crimes per 1,000 people is the second-lowest of all large cities. Plano is home to many corporate headquarters, including J.C. Penney and Dr. Pepper Snapple Group. These companies are among the 10 largest employers in the city. The city appears to be largely unaffected by the housing crisis. The median home price rose by more than 5 percent between 2007 and 2011, while the national median price fell by more than 10 percent.

2. Madison, Wis.

????????? Unemployment rate:?4.9 percent (2nd lowest)

Madison is home to the state capitol, as well as the University of Wisconsin?s flagship campus. In addition, the region is a base to employers in fields such as technology and health?care. The unemployment rate of 4.9 percent in 2011 was the second-lowest among all large cities in the U.S. Of the city's adult population, 54 percent have a bachelor's degree, the third-highest rate among the top 100 largest cities. In December, the Madison City Council adopted a rule banning the government from using emergency reserves to fund the operating budget unless two-thirds of members vote otherwise. With the city exercising this kind of caution, it is no surprise Moody?s analytics rates madison general obligation debt as a perfect Aaa, with a stable long-term outlook.

3. Irvine, Calif.

With almost 97 percent of residents aged 25 and over with at least a high school diploma, and with nearly 63 percent with at least a bachelor's degree, Irvine has the most educated population of all of the 100 most populous cities. The city?s high educational attainment has translated to a highly compensated population -- a whopping 18.8 percent of households earned more than $200,000 in the last year. Irvine has the lowest violent crime rate of all the 100 largest cities, with just 0.56 violent crimes per 1,000 people in 2011. Irvine?s government has received a lot of flack recently for its efforts to transform the Orange County Great Park, with critics arguing that more than $200 million worth of spending has gone to waste. The newly elected City Council has pledged more oversight on spending and has terminated contracts with two firms working on the project.

4. Lincoln, Neb.

Lincoln?s 3.9 percent unemployment rate in 2011 was the lowest of all metropolitan areas in the country. The city is home to the University of Nebraska?s flagship campus, which employs more than 8,000. Like Omaha, Lincoln has been spared from the recession more than most places. Home values rose 2.7 percent between 2007 and 2011 compared to a 10.7 percent drop nationwide. In 2011, just 0.36 percent of Lincoln?s homes were in foreclosure, the eighth-lowest rate among large cities. Like many of the other top-rated cities, Lincoln?s general obligation debt is rated as a perfect Aaa, with a stable outlook.

5. Fremont, Calif.?

????????? Violent crime per 1,000 people:?1.77 (6th lowest)

????????? Unemployment rate:?7.5 percent (tied- 23rd lowest)

Fremont was incorporated in 1956, joining five towns together as a single city. The city is near the core of Silicon Valley, while also connected to San Francisco by the Bay Area Rapid Transit system. It has one of the most educated and high-earning populations in America, with over 51 percent of residents age 25 and older holding a college degree in 2011. That year, median household income was $92,665, the highest of any large city in the U.S. The city has an exceptionally strong manufacturing base, with almost 22 percent of working adults employed in the sector. Among the companies with manufacturing operations in Fremont are tech manufacturers Western Digital and Seagate Technologies, as well as electric car builder Tesla Motors.

1. San Bernardino, Calif.

Few cities were hurt by the housing crisis to the same extent as San Bernardino, where the median home value declined by 57.6 percent between 2007 and 2011, more than any other large city in the U.S. By the end of 2011, almost 4.4 percent of homes in San Bernardino were in foreclosure, among the highest rates for all large cities. That year, the unemployment rate reached 17.6 percent, or nearly double the U.S. rate and almost 10 percentage points higher than city?s annual rate in 2007. In August, declining home values and rising employee retirement costs forced the city to file for bankruptcy. But the city?s filing is being challenged by its largest creditor, the California Public Employees' Retirement System, which is demanding payments.

2. Miami, Fla.

Between 2007 and 2011, the median home value in Miami fell by 43.5 percent. Additionally, the city had one of the nation?s lowest median household incomes, at under $29,000, while 31 percent of residents lived below the poverty line -- nearly twice the U.S. rate of 15.9 percent. Despite the difficult economic conditions Miamians faced, the city joined with Miami-Dade County to pay for almost 80 percent of the more-than $600 million cost of building a new baseball stadium for the Miami Marlins. The deal has caused significant uproar. While taxpayers pay extremely high costs to service the stadium debt, the team has traded many of its top players. In 2011, the SEC launched an investigation into the agreement.

Last year, Stockton was unable to fund its pension liabilities and make debt-service payments. As a result, it became the largest city in U.S. history to file for bankruptcy. The city had been especially hurt by the recession. Its unemployment rate for 2011 was above 20 percent, while more than 5 percent of homes were in foreclosure -- both among the highest rates for any large city. Just before the bankruptcy filing, Moody?s downgraded the city?s credit rating to account for the likelihood of a default. Moody?s noted, ?The Caa3 rating level assumes losses to bondholders will be greater than 20 percent. The negative outlook reflects the high likelihood that losses could exceed our estimates.? Not only have the city?s creditors been affected, but so have city employees and retirees. According to NPR, the city may cut health benefits to reduce its $417 million in unfunded liabilities.

4. Detroit, Mich.

Detroit was hit hard during the recession, with the near-collapse of the automobile industry and a further slowdown of the already embattled housing market. The median home value between 2007 and 2011 tumbled by 43.5 percent, or more than four times the rate of decline across the country. The lack of income coming into the city?s coffers in the last few years has led to significant financial difficulty for Detroit. Moody?s currently rates city?s bonds as Caa1, which is considered junk status and the worst-rating Moody?s gave to any major city. Mayor Dave Bing signed a budget that aims to cut $250 million in the 2012-2013 fiscal year, with total spending of $1.12 billion.

5. Hialeah, Fla.?

????????? Unemployment rate:?14.1 percent (tied- 9th highest)

Home prices between 2007 and 2011 fell by 44 percent in Hialeah, the 10th-highest decline of all 100 largest cities. The median household income of $27,208 in 2011 was the third-lowest of all major cities, after declining by 44 percent during the recession. Of workers residing in Hialeah, 15.5 percent worked in the generally low-paying retail trade, the highest percentage of all of the 100 largest cities. As a result of industry composition, nearly 40 percent of city residents are without health insurance, higher than any other large city in the U.S.

Lawyer: Qatar poet appeals life sentence

DOHA, Qatar (AP) ? A defense attorney says a Qatar court will decide next month on the appeal of a poet given a life sentence for a verse that allegedly opposed the Gulf emirate's ruling system.

Muhammad ibn al-Dheeb al-Ajami's case is seen as a test of how far Gulf Arab states will push a crackdown on Internet posts they consider politically threatening. They face mounting international criticism.

Najeeb al-Nauimi argues his client had no intention of challenging Qatar's emir. During a hearing Sunday, al-Ajami met directly with the presiding magistrate. A verdict is expected Feb. 25.

Al-Ajami has been jailed since November 2011, months after an Internet video was posted of him reciting "Tunisian Jasmine," lauding the 2010 popular uprising there that touched off the Arab Spring. He was sentenced last November.

RNC Chair Priebus re-elected

CHARLOTTE, N.C. (AP) ? Reince Priebus (ryns PREE'-bus) has been elected to lead the Republican National Committee for another two years.

The 40-year-old RNC chairman ran unopposed in his bid for a second term, which begins less than three months after what most Republicans consider a disastrous election cycle. The GOP in November lost a competitive presidential election and gave up seats in the House and Senate.

The Republican National Committee membership voted overwhelmingly Friday to re-elect Priebus at their annual winter meeting in Charlotte, N.C. National committeeman Mark Willis of Maine tried to challenge Priebus but could not muster the backing of the three states needed to qualify for the ballot.

The leaders of the forum also credited Reed for his leadership in developing academic programs for undergraduates and graduates in this area, and for influencing a number of these Virginia Tech graduates to become entrepreneurs, developing their own companies. Among these companies are: Power Fingerprinting, a cyber security company; Cognitive Radio Technologies, a company that is developing approaches to adding intelligence to radio systems; and Allied Communication, developing next generation technologies for wireless communications.

Wireless research at Virginia Tech has its origins in the late 1960s, and the work of this group in this burgeoning field has served as the technological basis for companies such as Direct TV, Iridium Satellite, and Globalstar.

A defining moment for the Virginia Tech wireless group came in 1993 when Reed was one of the researchers to land the group's first major funding from the Defense Advanced Research Projects Agency (DARPA), a $1.7 million contract to develop a revolutionary approach to wireless communications. Reed and his colleagues combined new technologies in computer chips, antennas, and digital signal processing in a novel way, eventually allowing wireless devices to be extremely small, yet able to adapt to interference in a radio channel.

They accomplished their goals and showed an order of magnitude increase in the number of radio devices that could share a single radio frequency, thereby increasing the capacity of wireless users in a specific region of space. This award started the long-standing relationship between Virginia Tech and DARPA that remains in place today.

Most recently, Reed was one of the invited technical experts who submitted a report in 2012 to President Barack Obama on realizing the full potential of government held spectrum to spur economic growth. In a synopsis, Reed and the other members of the President's Council of Advisors on Science and Technology Working Group developed a plan for securing more spectrum as a catalyst for growing the economy, while also guaranteeing that the national security and public safety sectors have the spectrum they need to maintain and advance their missions. Currently the FCC is in the process of adopting many of the report's recommendations.

In just two years, the astonishing growth of mobile information technology exemplified by smartphones, tablets, and many other devices has only made the demands on access to spectrum more urgent, the panel wrote. Their report responds to the challenges and opportunities that have arisen since Obama requested in a presidential memorandum in 2010 that 500 megahertz of spectrum be made available for commercial use with in 10 years.

The recipient of the 2012 Forum International Achievement Award for significant contributions to the further development of software designed radio and cognitive radio, presented at the Wireless Innovation Forum in January, is Jeffrey H. Reed, a Chaired Professor of Electrical and Computer Engineering at Virginia Tech.

Here's the general run-through of the point-system:

The system represents the character's ability to "screw" with their fate to a point. The better/more badass the post is, the longer the character lives, relatively speaking. The points are a measure of which a person is allowed to spend to either one of three ways.

The first use is to spend the points to survive and/or dodge any attack. The second is to spend a point to gain an attack that is undodgeable. The third categorizes miscellaneous actions, such as further enhancing one's abilities past their limits for a single "scene."

There isn't a limit of how many points one may have at any one time, nor is there a limit of how many points can be placed into the system's "music box". The only limits would be one's writing ability and the decay system, which is as follows: If for every so many posts that one does not use a point, then on the next post, they would receive "point decay", which would decrease the number of points that they have by 20%, and then by an additional 20% for every post that they don't use a point in, until the Decay percentage locks out at 100%. These points would be subtracted from the character's total pool of points, but not from the music box, and it is impossible to go below 0 points.

The "music box" is sort of an investment box, of which points can be placed into it, and won't be affected by decay, but can't be used for actions either. When a point is placed into the box, the character gains the option of using their "designated theme song". When this "action" occurs, they can spend points that they had as if they had double the points. However, when they do use their points in this fashion, after the scene that they activated their music box, all points that they had invested in both the box and the pool will be reset to zero.

Think of it as a charge-up skill that characters would have. But this also includes any villains, whether NPC or played by another member. And if you played Pathfinder, D&D, it's similar to the Hero Points system that those games have.

They still won't be allowed to control other's actions, level entire buildings, those sorts of things, if that was what you were asking. And then there's also the option of opting out from even using the system at all, which basically allows a character not to worry about the point-system (there will be an OOC thread that will take care of keeping track of the points).

As for the villains, they would be of different mindsets. Some would be in it just to cause war, while some would just try to expose that magic still exists. And then you have the odd one who just wants to watch the world burn (joker reference).

And for the cover-ups? Most of the incidents would be covered up with a usual "it was tech malfunction" or that "there was an earthquake that had occurred", those merely being examples.

Asbestos Risk in Schools

Building materials and insulation such as drywall, floor/ceiling tile, applied fireproofing spray, and piping/boiler insulation used in the construction of schools prior to 1980, frequently contained asbestos.

While undisturbed asbestos materials generally do not pose a health risk to students and teachers, over time they can become hazardous due to deterioration or damage.

If asbestos containing materials are disturbed, (e.g. during the installation, maintenance, or removal process), asbestos fibers may become airborne and pose a health threat to students, teachers and other employees within the schools. Once asbestos fibers are inhaled or swallowed, the risk of getting an asbestos related disease, such as asbestosis or mesothelioma, also increases. Student exposure to asbestos in schools is particularly concerning because once the fibers accumulate in the lungs, the latency period between asbestos exposure and the onset of symptoms can take as long as 20 to 50 years.

The federal government has been regulating the use of asbestos in schools since the 1980?s. Schools now have regulatory requirements and management plans to reduce the risk of potential asbestos exposure for students and teachers. However, until the presence of asbestos in schools is eliminated entirely, many believe it will continue to pose a health risk.

Asbestos Lawsuit

Charleston, WV: 50 companies have been named as defendants in an asbestos lawsuit filed by Ray Earl Wamsley II who was diagnosed with asbestosis on April 11, 2012. In his lawsuit, Wamsley claims the defendants are responsible for his asbestosis disease.

Specifically, Wamsley alleges the defendants exposed him to asbestos during his employment as a head artist, decorator, pipefitter, painter and electrician?s helper from 1969 until 1993. Wamsley further claims the defendants failed to warn him of the dangers of asbestos.

The defendants are being sued based on theories of negligence, contaminated buildings, breach of expressed/implied warranty, strict liability, intentional tort, conspiracy, misrepresentations and post-sale duty to warn, according to the suit. (wvrecord.com)

Charleston, WV: John E. Huxley and his wife, Lucille A. Huxley, have named 134 companies as defendants in their asbestos lawsuit, filed this month. In their lawsuit, they claim the defendants are responsible for Mr.Huxley?s diagnosis of asbestosis and mesothelioma.

Huxley was diagnosed with asbestosis and mesothelioma due to exposure to asbestos while employed at various job sites and locations throughout West Virginia and while his mother was employed at E.I. Du Point De Nemours & Company, according to the lawsuit.

The Huxleys claim the defendants failed to warn Mr. Huxley of the dangers of asbestos and failed to take reasonable precautions to warn him of the dangers. Further, the lawsuit states the defendants failed to place any warnings on the asbestos-containing products to warn handlers of the dangers of the products and failed to warn of the dangers of other ingredients in their products, including silica.

The Huxleys claim the defendants were negligent and caused John Huxley to suffer his lung injuries, shock and other nervous or emotional disorders. (wvrecord.com)

Charleston, WV: Norman T. Dial, who was diagnosed with mesothelioma on October 8, 2012 has filed an asbestos lawsuit, naming 70 companies as defendants responsible for his asbestos disease.

Dial and his wife, Marcia C. Dial, claim the defendants exposed him to asbestos during his employment as a store assistant, laborer, deck hand and operator from 1954 until 1999. The couple also alleges the defendants exposed Mr. Dial to asbestos and/or asbestos-containing fibers during his career and failed to warn him about the dangers.

The defendants are being sued based on theories of negligence, contaminated buildings, breach of expressed/implied warranty, strict liability, intentional tort, conspiracy, misrepresentation and post-sale duty to warn, according to the suit.

The lawsuit contends that the defendants? actions kept the Huxleys and others ignorant of the dangers of asbestos and other products and in this way, the conspirators aided efforts to sell products containing asbestos.(wvrecord.com)

Charleston, WV: Cletis William Adkins and his wife, Lola Lee Adkins are suing 62 companies they claim are responsible for Mr. Adkins diagnosis of asbestos-related lung cancer.

In the lawsuit, Adkins, diagnosed with lung cancer on September 10, 2012, claims the defendants exposed him to asbestos during his employment as a laborer, high lift operator and custodian from 1955 until 1994. Further, the Adkins allege the defendants exposed Cletis Adkins to asbestos and/or asbestos-containing fibers during his career and failed to warn him about the dangers.

The defendants are being sued based on theories of negligence, contaminated buildings, breach of expressed/implied warranty, strict liability, intentional tort, conspiracy, misrepresentation and post-sale duty to warn, according to the suit. (wvrecord.com)
